What do you mean the UV texture needs to be imported? Do you mean in your 3D app. or in the Unreal Engine 3 editor? Usually the UV map is imported with the model, just make sure you check the "UVs" or "texture coordinates" box when you export your model.
And if you wanna make changes with the UE3 editor, just open the generic browser, click a pack (usually your own), do File> Load or Import and select your model.
You then just need a simple material where you add one "Texture" node for your Diffuse, Specular and Normal Maps...which you link to the Diffuse, Specular and Bump slots. Then, go to your model's LOD 1 properties and just select your new material for it.

And yes when i mean reimport the uv map i mean reimport the whole model.
I didnt reimport it myself because i dont have the tools for export with skeletal mesh so ill pass it to someone who can...

The Unreal Engine 3 editor is really fun btw, you should give it a try if you haven't yet. I'm using the one from UT3 and the material and particle editors are very good and fun to use. I haven't imported any animated models either though, I just do effects for a mod.
